According to public information, Liao Liqiang graduated from Wuhan University in 1986 with a degree in French Language and Literature. In 1999, Liao Liqiang served as the Counsellor of the Information Department of the Ministry of Foreign Affairs, and from 2002 to 2003 he was appointed as Assistant to the Mayor of Mianyang City, Sichuan Province. In 2011, Liao Liqiang was first stationed in Western Europe and was the new Chinese ambassador to Belgium. In November 2014, Liao Liqiang was appointed Director of the Foreign Affairs Management Department of the Ministry of Foreign Affairs.
